Abstrak:

Seiring dengan perkembangan teknologi informasi, beberapa desa di Indonesia mulai mengembangkan smart village. Namun, dalam praktiknya belum ada satu kesepahaman mengenai elemen dari smart village, sehingga menimbulkan interpretasi yang berbeda- beda mengenai konsep smart village. Oleh karena itu, artikel ini bertujuan untuk mengembangkan konsep smart village bagi desa-desa di Indonesia. Metode yang digunakan dalam penelitian ini adalah model-building method yang membangun pemahaman konseptual mengenai suatu fenomena empiris. Hasil penelitian menunjukkan bahwa terdapat 3 (tiga) elemen pokok smart village, yakni smart government, smart community dan smart environment. Ketiga elemen itu menjadi dasar untuk mencapai tujuan pengembangan smart village berupa “smart relationship” yakni keterjalinan konstruktif yang muncul dari relasi ketiga elemen smart village tersebut. Dengan demikian, sinergisitas yang berbasis pemanfaatan teknologi informasi akan mampu meningkatkan kesejahteraan masyarakat desa.

Abstract:

Along with the development of information technology, several villages in Indonesia have started to develop smart village projects. However, given there seems to be little agreement about what the elements of the smart village are, various interpretations of the smart village emerge. Therefore, this article aims to develop the smart village concept for Indonesian villages. This research used a model-building method to create a conceptual construct of an empirical phenomenon. The results revealed that there were three main elements of the smart village, namely smart government, smart community and smart environment. The three elements were used to achieve the ultimate goal of developing smart villages, i.e. “smart relationship”, the constructive linkages arise from the interplay of the three elements. Eventually, the synergy built upon the use of information technology will improve rural communities’ welfare
